Clean activated charcoal before use

Hello to the Home brew Wizards.

I am using loose activated charcoal pellets to filter my moonshine ( made just from sugar, water, yeast). I inherited it from the previous owner who used it for years. I do not believe it has any effect as it is months old. My questions are:

1. How can I check if the activated charcoal is active? Does it make a sound or bubble when filtering?

2. How can I rinse new pellets clean before use? I live in a country where alcohol is banned so cannot buy a commercial filter marked as suitable for distilling, nor can I buy a commercial water filter as they are extremely expensive to buy here. The only economic option is to but pellets but I bought some designed for fish tanks and rinsed them for hours, still the water comes out black.

ad 1) No, there's no sound or bubble. You should recognize the difference of the taste before / after. The process takes several days, so infuse the charcoal in alcohol and wait for a couple of days, stir now and then.

ad 2) Yes, rinse them first with clear water, then with purified water (demineralized water), thereafter let it dry. You can reactivate the charcoal by heat: store dried charcoal in a heating cabinet at about 110 to 130 °C. BEWARE: do NOT use a common oven, since temperature control is much to rough. Charcoal will burn if it's too hot!

Activated charcoal for fish tanks is principally OK. If water comes out black or not while rinsing, depends on the hardness of the pellets: soft pellets (can be crumbled with your fingers) will always cause more-or-less black water.
